Stable growth in national raw coal production in the first half of the year

Xing Yiteng, Deputy Director of the Development Planning Department of the National Energy Administration, stated on July 31st that in the first half of this year, the country’s energy supply was sufficient, the overall supply and demand were loose, the energy structure continued to optimize, and the construction of a new energy system accelerated, helping China’s economy to continue to recover and improve.
Xing Yiteng said at the press conference of the National Energy Administration on the same day that in the first half of this year, the national energy situation mainly has the following four characteristics:
Firstly, the ability to ensure energy security has steadily improved. In the first half of the year, the production of raw coal grew steadily, and the production of industrial raw coal above designated size increased by 5.4% year-on-year. The production of oil and gas has steadily increased, with a year-on-year growth of 1.3% in the production of industrial crude oil (607, -8.60, -1.40%) and 5.8% in the production of industrial natural gas. Excluding the number of days, the average daily increase in industrial power generation above designated size was 1.3% year-on-year. The ability to optimize the configuration of electricity on a large scale has been further enhanced, and ultra-high voltage direct current transmission projects such as Longdong Shandong and Hami Chongqing have been put into operation for power transmission. Since the peak summer season, the country has effectively responded to the historical highest electricity load of 1.508 billion kilowatts, but has not implemented orderly electricity consumption.
The second is the accelerated promotion of green and low-carbon transformation. The installed capacity of new energy continues to grow rapidly. After the historic increase in installed capacity of wind and solar power in China compared to thermal power at the end of March, the proportion of non fossil energy installed capacity exceeded 60% for the first time at the end of May. In the first half of this year, the newly installed capacity of wind and solar power doubled compared to the same period last year. Accelerate the construction of the new power system, organize the first batch of pilot projects for the construction of the new power system, and support the high-quality development of new energy.
Thirdly, overall energy consumption has maintained growth. The growth rate of electricity consumption in the whole society has stabilized and rebounded. In April and May, the growth rate of electricity consumption in the whole society reached 4.7% and 4.4% respectively, and in June, the total electricity consumption in the whole society increased by 5.4% year-on-year. The demand for natural gas has slightly increased, with urban gas being the main driving factor. Coal consumption has slightly decreased, mainly due to factors such as warm winter weather and a significant increase in new energy output. The consumption of refined oil continues to show a negative growth trend, and the substitution effect of new energy vehicles and liquefied natural gas (LNG) heavy-duty trucks on transportation oil continues to emerge.
The fourth is the intensive introduction of important policy measures. The market-oriented reform policy of new energy grid connected electricity prices has been introduced, and new energy has fully entered the market, opening up a new development process. Promote the reform of the power system, formulate and issue the “Notice on Relevant Matters Concerning the Orderly Promotion of Green Power Direct Connection Development”, and study and solve the problem of high proportion new energy consumption; Relevant departments jointly issued policy documents to promote the high-quality development of the renewable energy green power certificate market, and accelerated the establishment of a green energy consumption promotion mechanism. Issuing and implementing the “Opinions on Deepening the Improvement of ‘Electricity Access’ Service Level and Fully Creating a Modern Electricity Business Environment”, expanding the scope of low-voltage free electricity services to various private economic organizations with a capacity of 160 kilowatts or less. Introduce ten key measures to promote the development of private economy in the energy sector, and promote the coordinated linkage between energy development and private economy development. The Basic Rules for the Electricity Auxiliary Service Market and the Basic Rules for Measurement and Settlement in the Electricity Market have been issued, and all the basic rules for the medium and long-term, spot, and auxiliary service markets of electricity have been introduced.
